Explained: What is Twitter Circles and how you can use it

There are times when you just want to talk to your own group of people and not to everybody available in your friendlist. With this same thought in mind, Twitter created a feature called Twitter Circle. Rival to Instagram's Close Friends feature, Twitter Circle is a new way to Tweet to a smaller crowd.
